10 March 2026 Signing of a Memorandum of Understanding between the Egyptian Health Council and Biotechnology Vaccine City

within the framework of the state's keenness to develop the health system and enhance the capabilities of medical cadres. The Egyptian Health Council signed a memorandum of understanding with the Vaccine and Biotechnology City to support the Egyptian Board's programs in the fields of veterinary medicine and pharmacy.

The Egyptian Health Council is represented by prof. Mohamed Lotayef, The Executive president of the Egyptian Health Council, and Mr. Magdy El-Sayed as CEO and Co-Founder of Vaccines and Biotechnology City.

This agreement comes in light of the competencies of the Egyptian Health Council in implementing the programs of the Egyptian Board and setting the controls and standards regulating them, where it was agreed to accredit the headquarters of the Vaccine and Biotechnology City as accredited training centers for the Egyptian Board's programs and continuous professional development activities.

The two parties stressed that the MoU will contribute to the preparation and qualification of highly qualified health cadres, and the development of accredited specialized training programs, in order to enhance the quality of health services and consolidate the concepts of patient safety and continuing medical education, as well as transfer the scientific, technical and training expertise available at the Vaccine and Biotechnology City to the Egyptian Board system.

This cooperation reflects the strategic orientation towards building an integrated health system, capable of keeping pace with global developments in the fields of medical education and scientific research, in order to achieve the maximum benefit from national potentials and enhance Egypt's position in the health sector regionally and internationally.

The Board of Trustees of the Egyptian Health Council held an expanded meeting on 28, April, 2026, in honor of His Excellency Prof. Khaled Abdel Ghaffar, Minister of Health and Population, Prof. Abdel Aziz Qansouh, Minister of Higher Education, Prof. Ahmed Kojak, Minister of Finance, and Prof. Hani Otaiba, President of the Royal College of Physicians and Surgeons in England. Also present were Sir. Magdy Yacoub, the international heart surgeon, and Prof. Hisham Ali Sadiq, Professor of Heart, Biophysics and Molecular Biology. At the University of Arizona in America, via video, in France, Major General Saeed Al-Najjar, Assistant Minister of the Interior for the Medical Services Sector, and Major General Dr. Nabil Fekry, Undersecretary of the Medical Services Sector at the Ministry of Interior.

Mohamed Lotayef, The Executive president of the Egyptian Health Council, witnessed the signing of a tripartite cooperation protocol aimed at enhancing institutional integration and achieving the maximum benefit from the available capabilities in providing health services and developing the vocational training system in Egypt in order to enhance health care and develop vocational training.
