20 July 2025 The Informed Consent Form Preparation Committee Meeting

The Informed Consent Form Preparation Committee held the last meeting of the committee in the presence of:

  • prof. Mohamed Lotayef, The Executive president of the Egyptian Health Council,
  • Prof.  Hossam Abdel Ghaffar – Assistant Minister of Health, Population, Institutional Development, Parliamentary Affairs, Political Communication and Media
  • Prof.  Sherif Wadih Nasheed – Chairman of the Supreme Council for the Review of Clinical Research Ethics and Professor of Intensive Care at the Faculty of Medicine, Ain Shams University
  • Prof.  Fathi Rizk Farouk Khader – Former Dean of the Faculty of Medicine, Cairo University and President Continuous Professional Development Committee for Human Medicine at the Egyptian Health Council
  • Prof. Nagham Abed Al-Amir – Vice President of the General Authority for Hospitals and Educational Institutes for Scientific and Applied Research Affairs
  • Prof. El-Sayed Mohamed El-Oqda – Member of the Board of Directors of the General Authority for Accreditation and Health Control and an expert in the medical fields
  • Prof.  Reem Mohamed Emad – Professor of Oncology at the National Institute – Cairo University and Supervisor of the Accreditation of Training Centers and Trainers for the Egyptian Board at the Egyptian Health Council
  • Prof. Mohamed Sherif Mohamed Mourad – Professor of Urology at the Faculty of Medicine, Ain Shams University and Chairman of the Guidelines Committee for the Specialization of Urology at the Egyptian Health Council
  • Dr. Mahmoud Al-Shahat – Director General of the General Directorate of Internal Audit at the General Authority for Health Care
  • Lt. Col. Dr. Mostafa Ali Mahmoud, Consultant Anesthesiologist, representing the Medical Services Sector at the Ministry of Interior
  •  Mohamed Ali Menisy Legal Advisor to the Egyptian Health Council
  • Dr. Hla Abdelmoaty Ahmed, Specialist in Quality and Patient Safety, International Affairs Representative at the Egyptian Health Council.

In order to prepare the informed consent form as required by the Law on the Regulation of Medical Liability and Patient Safety, and to set the controls and mechanisms for the implementation of the law, and how to achieve the maximum goal of the informed consent form and determine the responsibilities of each member of the Medical service providers in this regard, and in light of the Medical Liability Law and reviewing internationally approved models to benefit from best practices to improve medical service

The Board of Trustees of the Egyptian Health Council held an expanded meeting on 28, April, 2026, in honor of His Excellency Prof. Khaled Abdel Ghaffar, Minister of Health and Population, Prof. Abdel Aziz Qansouh, Minister of Higher Education, Prof. Ahmed Kojak, Minister of Finance, and Prof. Hani Otaiba, President of the Royal College of Physicians and Surgeons in England. Also present were Sir. Magdy Yacoub, the international heart surgeon, and Prof. Hisham Ali Sadiq, Professor of Heart, Biophysics and Molecular Biology. At the University of Arizona in America, via video, in France, Major General Saeed Al-Najjar, Assistant Minister of the Interior for the Medical Services Sector, and Major General Dr. Nabil Fekry, Undersecretary of the Medical Services Sector at the Ministry of Interior.

Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population, Mr. Hassan Raddad, Minister of Labor, and prof. Mohamed Lotayef, The Executive president of the Egyptian Health Council, witnessed the signing of a tripartite cooperation protocol aimed at enhancing institutional integration and achieving the maximum benefit from the available capabilities in providing health services and developing the vocational training system in Egypt in order to enhance health care and develop vocational training.
